There is considerable attention to the ‘structural’ regulatory measures that have been adopted in the European Union’s regulation for roaming in the European Union and that will become effective in July 2014.  The separate sale of regulated roaming services by any alternative roaming provider (ARP) shall enable customers to access regulated voice, SMS and data roaming services independent from their Domestic Provider.

In Netherlands a Public Consultation is started on 9 july 2013 by the Ministry of Economic Affairs concerning the change of the National Numbering plan. The proposed change  allocates IMSI ranges for shared application (M2M)  and for non-public networks.

BEREC, the Body of European Regulators for Electronic Communication,  has published the Guidelines on the application of the separate sale of roaming services (‘Roaming Decoupling’). The Guidelines on Articles 4 and 5 are aimed to clarify all the aspects regarding the application of the separate sale of roaming services which will enter into force on 1 July 2014.

Still many countries are facing the challenge of implementing Number Portability. In several countries that did implement Number Portability the telecom industry is seeking for improvement of the existing process in trying to reduce the number of rejected requests, in reaching higher efficiency and in shortening the lead time of the porting procedures.
